GTA Style ???

hi ppl....i was wondering is it possible to make a GtA style pic in photoshop and if it is,is there a tutorial for that?

Yeah.
The beauty of photoshop is you can make anything you can think of.
As for how to do it:
pen/pencil tool and colour it :wink:

trace it with the pen to then do stroke then color would be my first guess.
