Start of with a new image and color the background on any color you want, I used a gradient between light blue and dark blue.

Write some wihite text in the center of your image. Double-click on your text-layer and a Blending Options window shourd appear.

Click on 'Drop Shadow' and set Distance to 0.

Click on 'Inner Shadow' change 'Blend Mode' to Normal and click in the color box and set the color to White. Then change Angle to 90, Distance to 3 and Size to 0.

Click on Gradient and make sure the colors are black to white. Mark the Reverse-box and set opacity to 25%.

Click OK. Your image should now look something like this:
Image

Make a new folder in the layer-window by pressing on the little folder-icon in the bottom of the layer-box dow right.

Press 'D' to reset the colors (Black-White), then press 'X' to switch place so you get White-Black as colors.

Click on the 'Custom Shape Tool' and then select the 'Star' in the dropdown-box on the top of photoshop.

Draw a big star in the middle of your image, set the opacity of the layer to 20%.

Rightclick on the layer and click on Duplicate Layer...

Set opacity of the second layer to 40%. Press CTRL+T and on the top-middle of the screen will you see W: 100%, change 100% to 80% then click on the little link between the W: and the H: -fields. Then press on the accept-button to the right in the top-middle menu to accept.

Then duplicate the first layer again, set opacity to 60% and transform it to 60% of the original size.
Then duplicate the first layer again, set opacity to 80% and transform it to 40% of the original size.
Then duplicate the first layer again, set opacity to 100% and transform it to 20% of the original size.

Click once on the little downarrow to the left of the folder-icon in the layer-window down right.

Your image should now look something like this:
Image

Rightclick on the folder in the layer-window and click on Duplicate Folder, do this a couple of times.

Click on one of the folders, press CTRL+T to transform and now you can shrink, move or rotate a star. Make the different stars/folders in different sizes and move them to different places on the text. This is my result:

To make it even better, we're going to add a reflection to the text. So duplicate the text-layer, click Edit > Transform > Flip Vertical.

Move the new layer down so there is about 2-3 pixels between the original text layer and your new flipped layer.

Set the opacity of the new layer to 50%.

Rightclick on the flipped text layer and click on Rasterize Type.

Click on the Ereaser Tool and select a pretty big and blurry brush. Then erease the down-half of the text.

You are now done, here's my final result. I show some examples of different backgrounds to show you that this text-effect matches all kind of background colors.

The reason you can't see the images is cuz as Electrified said, the images have been deleted out of the hosting site, eg photobucket, tiny pic etc. The person that made the tutorial would have to reload them into the host then add them back to the tute.... too bad though, I would like to see them too.....
