Which Software is Necessary?

I'm interested in learning graphics/photo software.

Does anyone know which software I would need to create artwork in this style?

Do I need both Photoshop and Illustrator? Or just Illustrator?

From what little I know it is created using some type of filter. Does anyone know the name of the filter or a tutorial where I could learn this style? Thank you. Much appreciated.

It can't be done using a filter, but I would just do this all in Photoshop, you can do it in Illustrator as well but I think Photoshop has better features and if this is all you really want it for then go with Photoshp because you can do this and much more. In Photoshop all you have to do is go over the image over with the pen tool and fill in the colour.

Thanks for the helpful suggestion regarding the Photoshop section. I will definitely do that. I can't tell you how much time you have saved me. I have been trying to get this question answered for over one month.
