Help adjusting a picture

Hi, I'm really new using Photoshop and a friend of mine asked me to retouch a photo doing these things. Could someone help me with this?

1. Soften smile lines. We don't want to get rid of them, just lessen
them.
2. She has some peach fuzz that's showing because of the sunlight.
Can we get rid of that? Can you see it? It goes from HER left ear down
under her chin.
3. Lighten the color of the teeth a little.
4. Brighten eyes and diminish any bags under the eyes.
5. Get rid of the lines in her neck and under her chin.

and add "with photoshop" at the end
