Favorite Icon Not Working!

I'm working on this site:

and I can't get my Favorite Icon to work in IE or any other bowers for that matter here is the code that I'm using to try to make it work:

<link href="fav_icon.ico" rel="Shortcut Icon" title="TOMCAR">
You can see the icon its self at:

I'm not sure what I'm doing wrong but I'm totally open to suggestions.

im using ie7, and it just works fine.

its working ok in FF for me 2 got any ideas why it wouldn't be showing up in IE7 for me?
