Expanding without Distorting

I know this may sound simple to some people but how do I Expand a certain area of a image(not the whole thing) without distorting the pixels?

It's not really possible to expand an image. Your best bet would be getting a good print of the photo and then scan it in at a higher resolution. This will give you more information for photoshop to work with.
