Not really sure what your asking. Looking at what you said I got this:

Looks pretty similar to Etheryte's to me.

What I did was:

Filter > Hue & Saturation > Reduce Saturation.
Flatten
New layer - Fill White.
Move white layer to bottom.
Set comic layer to blend mode Hard Light.
New Adjustment Layer > Levels

I think I might understand exactly what you're asking for now. Depending on how far you want to go with it I would do one of two things. From my knowledge of photoshop I would give up because I don't see it being very easy at all. Or If you really need it and are prepared to put time in I would get a pencil and trace. Yes, no photoshop! Print out one of the B/W versions above, get a piece of paper put it on top and then put both of them on a lightbox. Get a pencil and trace the lines you want from the image.
