Setting up an html email

I am looking to send out an html newsletter. The newsletter is a 600 (width) x 2400 (height) jpeg. with one or two links on it. To be honest I havn't done coding in a while and have never dealt with newsletters. What would be the best way to setting this up, in terms of programs and coding?
