Retouch tips for up-res and sharpening SD vid stills needed

hello I am a Documentary filmmaker who is wanting to make
the highest possible quality stills from the video.

I have been exporting from Final Cut Pro
using Quicktime conversion to a PSD file. (Millions + colors)
the single frame export yields a 1 meg file.

are there any specific tips that anyone can get for sharpening video still
and removing the artifact-ing that I have been getting on resize? it has been pretty unattractive

I have been using Alien Skins Blow up to resize.

I don't mind spending a lot of time retouching these frames but I want to be as
efficient as possible about it and any tips or tricks that could be shared before I
start the process would be greatly appreciated.

Well, you're using the right software anyway (IMO).

What, specifically, are the pixel dimensions before and after resizing?

If you could send me a sample image (after resize), it would help.
