Yeah as iDad said, it looks like a blue-to-white radial gradient.

Easiest way to make it would be to make a new file with the dimensions you need, with a white background, and use the gradient tool set to "Radial Gradient" (you can change the type of gradient the gradient tool makes in the toolbar at the top). Open the gradient editor by double-clicking the gradient bar, and change the colors. Click and drag in your file depending on how much blue-vs-white you'd like to have in the file, and voila!
