Help on Batch programming

I have the following scenario:

400 files, each to be opened, changed resolution, added a layer, make some manual changes, flatten image, save image.

I have tried making a batch, that opens ALL files, but photoshop really got slow on 32 bit, and 64 bit stops at around 200 images.

So I would really need some help in making a solution.

Dont know if it is possible to do it like my "dreamscenario"

F10 - open the "next unchanged file" in a folder - change image size, add layer, and "stop" (So that I can make the manual work)

F11 - flattens the image, and saves it (And calls F10)

this way Photoshop will only need to open up one picture at a time.
