I saw this edit somewhere that I really liked.
Im not sure what program was used, but I was wondering if it were possible to do those stripes in photoshop, and if so, how?

as far as making stripes.... a dew way just the old copy and paste routine using your select toos and paint bucket...

another meathod is using a gradiant but i didn't like that one...

But I suppose I sorta said it wrong, I know how to do stripes already but I liked the sort of 'scratched' lines in it, which is what I'm really after,

the scratched lines are probably a texture effect added after the initial lines are created. Most likely using a "Pattern Overlay"

hi,

Oh... yes left out a couple of details.. smiling... with additional info in mind the way i look at it now is that you want it look old and dirty!! something like a aged discolored and stained photograph!!!

i am just slightly better than a novice but a few thoughts...

for starters.. you might to look at a few tutorials on aging photos, below i gave a few tutorials on aging that might helps get yo you started and ideas...

now several ways to do that and to me there several step they went thru to achieve that look on the graphic you posted....

1. like idad mentioned one way is with patterens... you could use patterns like a wood grain or a crumple paper and use something like star clustered field patern...
note on the streaks one of age photo links shows another way of make streaks....

2. another meathod of inorporating artifacts of flaws into a image besides use patterns is using a grunge brush, grunge brushes to me are to make look poorer you mights lol.... ... there a tone of freeones out there.. i gave you a link to one site... that has some interesting grunge brushes but you may want to do more searching for that perfect brush..

3. the colors... to me there faded.. so adjusting your brightness and contrast and also adding maybe a little serpia tone to it will help age those colors...

grundge brushes

aging photograph ..

note the above tutorial on aging shows how to put lines in but i suggest you look at all the page of this tutorial for ideas ideas for aging

I hope that helps you out .....
