Making a Postmark on Illustrator

I'm trying to figure out a way to make my own postmark like this one:


My skill is minimal, but I would like to write "Rainy Day" around the top of circle in place of "Edinburgh" and "Post Cards" on two lines where the date and time info is. Is this extremely hard to do?

Any help would be great...
