photoshop text error

hello

i have a problem with Photoshop CS 4.
it was working fine before but i dont know what happened now. whenever i try to write on any opened image/ layer or i start my own new layer with default settings, let say 600 X 800, white background, 8 bit.
so when ever i type something on it, it doesnot show anything and when i press Ctrl+T, message apper "Could not transform because the initial bounding rectangle is empty." but when you see on the right side layer panel, it shows you that something is typed already. i dont know whats wrong with it. i uninstalled it, removed all photoshop contents from regedit. reinstalled photoshop CS4 again, so i can get the default settings but it still doesnot work.
i attached the screenshot of that error
in other softwares, like corel video studio, or any other editing software, i can write text with no problem.

please let me know whats wrong with it

Photoshop's preference file may have somehow become corrupted. To the best of my knowledge, Reinstalling Photoshop does not create new user preferences. If the problem is due to corrupted preferences, they are probably still corrupted. So, try re-creating the preferences yourself:

Note: This will set your preferences back to the default of course. So, before re-creating them, you may want to write down some of the preference changes you've made previously. That will help when you redo them after the re-creation.

To re-create the preferences files, start the application while holding down Ctrl+Alt+Shift. Then, click Yes to the message, "Delete the Adobe Photoshop Settings file?"
