That is just numerous transparent layers stack on each other with lots special filters. to many for me to type (my typing skills are embarrassingly slow. Do a search for merging or creating layers tutorials using filters in PS.

hi,
as i dad mentioned several layers,
at least one for your world map, a general dark background,
a couple of adjust ment layers for curves probably,
possibly a couple of mask layers....
a couple of effect layers for clouds ....

I can't give you a detail.... it would probably take a few days...
but this tutorial on making a old world map.... I believe incorporates
some of the basic elements to get you started
