Hello everyone I'm new to Photoshop and lookig for some tips so I figured this would be a good place to start. I have PS 7 jus got it I recently has PS CS. I been trying to figure out how these ppl made the dogs in the picture apper painted this way. If anyone can help please me know it's killing me
