OK, we are going to make a stopped London taxi look like it's going really fast.

Start with the original

Select around your object, I also used a 5 feather, up to you.

Select the Inverse of the object. (CTRL+SHIFT+I)

Copy to a new layer.

Image

Now on this new layer, go to filter blur motion blur. Play with the settings until you feel it looks like it's going fast enough.

Here is what I got.

Neat :P

Next up should be neon lights to the car :P

And btw, could be worth mentioning that selecting the object (the car) can also be done with quick masking.

I used a nice sports car for this tut...it turned out awsome! 8) here's what I came out with:

If you select the tires and use "Radial Blur" that look more fantastic... Look like the car is very fast!
