Mailing Lists

I want to make a simple mailing list.

Just a simple form where a user adds his email that writes to a .txt file.

and another page that lets me write to all in the mailing list of course.

also i suppose an editing page where i can edit emails if need be

I don't need one at the moment now but somewhere down the track I will. So I don't want to waste your time now just incase I do find out how to do it. Thanks anyway
