Is there anyway to make banners in Flash or reduce the size of the stage?

Yes you can make banners in Flash and the filesize will be much less then a .gif image. When you export your Flash-file, you can choose quality if you want to reduce the filesize even more.

When you export a movie in flash, you can choose quality between 1-100. You can save a movie as .fla and open it later and continue editing it.

Look at the properties panel where it shows the size, click it and you can enter any size your little heart desires.
