yehs using teh Filter>sketch>plaster

wait no wrong image the first image of the post is using
set colors to default (d)
Filter>render>clouds
FIlter>render>difference clouds
Press Ctrl+I to invert the colors
Then Ctrl+L go to the middle input number and change teh value from 1.00 to 0.2
Then Ctrl+u clcik colourize and set hue to 220 saturation to 25 and light to 0
Duplicate the layer
On the duplicated layer go to Filter>sketch>chrome default settings
And set the blending options of teh duplicated layer to overlay
Duplicate the orginal layer again
Go to FIlter>blur>radial blur
settins 70 and zoom and then best
Set that layers blending option to overlay as well
Duplicate the orginal layer yet again
Then go to Filter>pixelate>mosaic default settings
Then go to Filter>Brush strokes>accented edges also default settings
Set the blending options of that layer to Lighten and ur done
