Problem with "Engrave in Metal" background

I can't get back my background to look like the picture for the "Engrave In Metal" tutorial ie. the group of lines bunched together

The instructions say:

1. Make a new picture (CTRL+N) i used the format 477x250 pixels.
2. Press 'D' to reset the colors
3. Click on Filter > Noise > Add Noise, set Amount to 400, set Distrubution to Gaussian and check the Monochromatic checkbox, OK.

But you can't do the Add Noise effect on a blank canvas.

Can anyone tell me the missing instruction?

yes, after reseting the colors, fill the background with black, before using the filter. That should fix it. Pure.

Are you sure you've done this:
4. Click on Filter > Blur > Motion Blur, set Angle to 45 and Distance to 999, OK.
