question on photoshop plz help

ok so i have been messing with photoshop for a while and im liking it alot but i have trouble finding out how to make comething longer like someones neck. or changing the demensions of a 2d image
please help me

That would depend mostly on what exactly you are trying to do...

To make someones neck longer you would probably be best selecting just the head, moving it up the image, selecting the upper part of the neck and stretching it up to the head...

If this doesn't work too well then you will probably have to use the clone tool to duplicate parts of the neck and background to fill it all in Ok.

Changing the image size: image>image size

make a round selection around the face.. say 10% bigger than face.. feather the selection generously... liquify.. select a brush size bigger to your selection ...now select..."forward wrap tool"... drag the face upwards...

This will do.
