Go to Image> Adjustments> Invert. You can also use the shotcuts: ctrl-I for PC, or cmd-I for Mac.

The scan is fine. I didn't expect it to be in color, though that makes sense comming from the scanner.

Open the image, and go to Image> Rotate Canvas> 90 degrees CCW (assuming your image has the same orientation you sent me.)

Next, go to Image> Adjustments> Desaturate.

NOW use Image> Adjustments> Invert.

Now, you'll see a rather faded Black and white image.

Go to Image> Adjustments> Levels, and use the following settings:

Now the photo is at least recognizable. However, you still have a fair amount of work ahead of you. It may be worthwhile to look into a professional restoration service.

If you plan on doing this kind of work yourself, I recommend buying a book called Photoshop Restoration & Retouching, by Katrin Eismann. It's an invaluable learning aid from a woman who has gained recognition as one of the foremost experts in this field.

Feel free to ask if you have more questions. Good luck!

You can also buy negative scanners that specifically deal with this.
