You may try one of the popular link exchange sites that you register and then people can contact you based on your content and category. One that I use is LinkExchanged, but I know there are others.

I personally do not think that link exchanges are very helpful. Alot of the websites you end up exchanging links with tend to either go out of business or remove pages, there is no way to insure that your link will stay posted on their link page, and it's hard to find link partners.

Alot of one-way linking does not help nearly as much as using a service like Blogitive.com to get one-way anchor text links to your site posted on a relevant blogs. But Blogitive costs alot of money...roughly $20 per link...but they can usually get you on to the first page of Google.
