Check your in services that windows installer is set to Automatic, if its set to manual you will have to turn it on in services. Only other thing I can think of is the Window Installer has become corrupt, and you will need to reinstall it or do a repair install.

I'm only running linux at the moment so I can't give you a detailed run down sorry.
