Special Effect...Can It Be Done in Photoshop?

Hello, all. Thanks in advance for your insight.

I have the task of creating a logo where a foreground of a clear water ripples with larger ripples close and smaller ripples at the mid-screen "horizon" which fades/blends into a soft blue sky background.

The company logo fades in beneath the "water" and moves up until it breaks the surface and eventually is completely above water. The water fades, leaving the blue background.

The logo needs to be visible "underwater" but have that realistic look that viewing through water would give.

I was thinking of creating it in three layers: background sky, foreground water (displacement map), and the logo. I would then animate the displacement and translate the logo. But not sure how to distort portions of the logo that are behind the water....

Any suggestions???

Maybe just a ripple filter and some fiddling with the opacity? I'm not really sure, your request sounds so beyond me, it's not even funny.

If you could draw it (doesn't have to be anything special, just a sketch) and show it to us, it would help a lot I think.
