Why can't I create a new layer ?

hello,

I've just created a new photoshop document instead of opening an existing picture.

Why can't I create a new layer ? or duplicate the background layer ?
Everything it is disabled.

I've saved the file as *.psd ..

You probably have it set to bitmap instead of RGB or CMYK as is normally intended. Simply create a new document and make sure that the tab "Color Mode" says RGB
