Hi

Im fairly new to PS so sorry if this is a basic question...

I have some b&w photos but need to get them looking like this one:

I cant work out if it's monotone or the colours have been adjusted or it's the photographer. I just need that tone added to some normal b&w's.

Any help appreciated.

I dont know if theres added a slight green/blue hue to it. Try using the ctrl + b (color balance).
You could try this method though:

Dublicate base layer. Go edit>image>treshold (set to around 7, adjustable if you wish). Change "layer mode" to overlay (or soft light perhaps, your choice really) and go filter>blur>gaussian blur and set it to your likeing. You might need to change layer opacity as well.
You can also go back to your original layer and du ctrl + l (levels) to increase the contrast.
You also need to blur the surroundings with the blur tool to fix your focus point.
That should work

looks like they used "diffuse glow" filter also...bring down the grain...and you'll get that glow effect...
